REQUEST FOR QUALIFICATIONS

To Provide

Consulting Services to Amend the Vail Town Code

for

Updates to Title 12: Zoning Regulations and Title 14: Development Standards

 

Requests for Qualifications (herein “RFQ”), including response submittal requirements for:

Updates to Title 12: Zoning Regulations; and Title 14: Development Standards

 is available on the Town of Vail website on the RFP/RFQ page, and at the Town of Vail Community Development Department Building, 111 South Frontage Road, Vail, CO.  All questions shall be directed to Matt Gennett at mgennett@vail.gov or 970-479-2146 by 12:00 pm, March 13, 2026.

To be considered, the following schedule shall be strictly adhered to: 

 One (1) electronic (PDF) copy must be received by 12:00PM on Monday, March 30, 2026 (the “Deadline”).  Any response to the RFQ received after the Deadline will not be considered.

GENERAL DISCRIPTION OF SERVICES

The Town of Vail, Colorado (“Town”) is seeking qualifications from consultants (“Respondents) with land use, zoning, and design code expertise for a comprehensive rewrite of Title 12, Zoning Regulations, and Title 14, Development Standards, Vail Town Code. Title 12 has largely remained in its original form and content since the incorporation of the Town and requires a thorough update to remove inefficient, outdated language that is confusing for users and modernize the code with current practices and processes. Title 14 was added later and contains the town-wide design guidelines and development standards. The structure and framework of both titles require reorganization and modernization to convey the information and metrics contained therein in an easier to access and more understandable format.
