Barry Davis, Mayor

Barry Davis was elected to his first four-year term in November 2021 and reelected to a second four-year term in 2025. Following his reelection, he was appointed mayor by his fellow council members and will serve in the role for two years until 2027.

Barry moved to Vail after graduating from college to pursue his love of outdoor recreation in the mountains. Since being elected, Barry has been named to represent council on the Vail Local Marketing District Advisory Council, Eagle Country Regional Transit Authority Formation Committee and the Sustainable Destination Steering Committee.

In his professional life, Barry has worn many hats including the creation of several hospitality businesses in Vail. During his first term with council, Barry pursued a Master of Social Work, graduating in 2025. He is currently working in our community in crisis-related mental health. In his free time, he most likely will be found biking Vail’s North Trail, fly fishing on Gore Creek or trying to keep up with his son on the slopes of Vail Mountain.

Reid Phillips, Mayor Pro Tem

Reid Phillips was elected to a four-year term in November 2023. In 2025, he was appointed mayor pro tem by his fellow council members and will serve in the role until 2027. He first started coming to Vail in the late 1970s. He is a second-generation Coloradan who has spent most of his life between Denver, Vail and his family's cattle ranch near Burns. He graduated from the University of Colorado and then spent a few years in the corporate world. He finally moved to Vail full time in 1994 to run the Women’s Alpine Program at Ski and Snowboard Club Vail followed by a few years with the Canadian Alpine Team.

Reid then moved back to Vail, where he is now raising two daughters with his wife. He became a 38-year-old rookie with the Vail Ski Patrol and started and built his own company, HW Builders. During his time in Vail, Reid has volunteered for many of the valley's nonprofits including Vail Epic Promise, Habitat for Humanity, The Lindsey Vonn Foundation, Vail Mountain School and Roundup River Ranch. He is a firm believer in acting locally to have the most impact.

Prior to his election to council, Reid spent three years on Vail's Planning and Environmental Commission (PEC) working to find a balance between the environment and appropriate growth for our community. Maintaining the small-town character has always been a priority for him. When he is not working on the mountain or building something in the valley, you can find Reid with his family and friends enjoying his favorite place in the world.

Sam Biszantz

Samantha (Sam) Biszantz is serving her second term on council after being re-elected to a two-year term in 2025. Sam’s family started visiting Vail before she was born and continued throughout her childhood. She grew up in San Diego and attended college in Los Angeles and culinary arts school in San Francisco. In 2009, she moved to Vail and has loved living here ever since.

 After a number of years working in local hotels and restaurants, Sam opened Root & Flower in 2015 and then Two Arrows Coffee in 2018. She manages the accounting and human resources for both establishments and serves as the GM at Root & Flower.

In addition to professional endeavors, Sam served on Vail’s Commission on Special Events for six years.

When she is not working or volunteering, Sam is enjoying time around town and outdoors with her husband, son, dog, and friends that she doesn’t see enough since becoming a mom!

Kevin Foley

Kevin Foley landed in Vail in 1979 and never expected to still be here in 2026. His early work experience was tending bar at Frasier’s and the Watch Hill Oyster Club before going into restaurant management. He managed the Cook Shack at Mid Vail for seven years and was then lured away to run the Red Lion on Bridge Street, transforming it to its current set up. While working to enclose the front porch of the restaurant to allow for year-round availability, Kevin realized he could help connect the realities of business to the town’s goals. He decided to run for council in 1995.

Once on council, Kevin realized he enjoyed representing the community. He has served from 1995-2001; 2005-2013; 2015-2023 and is now back for 2025-2029. His favorite projects with the town are the Dowd Junction recreation path and working to get town land utilized for the playground at Red Sandstone Elementary School where he has volunteered for 34 years as a basketball coach for fourth-and fifth-grade boys and girls.

Kevin helps out at his brother’s restaurant, Bart & Yeti’s in Lionshead, and is a frequent rider of Town of Vail buses. He is looking forward to the current council term as an opportunity to continue the legacy established by Vail’s founders for this wonderful community.

Kim Langmaid

Kim Langmaid is a long-time Vail community leader and council member, with her current term running from November 2025 through November 2029. Kim was first elected to the Town Council in 2015, was re-elected in 2019 and served as mayor from 2021 to 2023.

She grew up in Vail and follows in the footsteps of her grandfather Joe Langmaid, who served on the inaugural Vail Town Council in 1966. Kim holds a Ph.D. in Environmental Studies, and her career began as a backcountry guide in the Eagles Nest and Holy Cross Wilderness Areas, and as a naturalist working at the Vail Nature Center. She is the founder of Walking Mountains – an educational nonprofit she established to connect people of all ages with the wonders of the natural world and provide learning opportunities for people to become stewards of the surrounding mountain ecosystem. She also serves as professor and department chair of Integrated Sustainability at Colorado Mountain College, and contributes to broader sustainable tourism and conservation efforts, including the Colorado Tourism Office’s Destination Stewardship Council and the Eagle County Open Space Advisory Committee.

On council, Kim is known for her collaborative approach to community challenges, particularly balancing environmental stewardship with local economic and housing needs. She continues to focus on building a strong and resilient community so that future generations may live and thrive in Vail and continue to enjoy the benefits of the natural world we experience today.
